Traffic Assessment Guide for CDOT Access Permits

Per Section 2.3 of the State Highway Access Code (SHAC), a Traffic Impact Study—referred to as Traffic Assessment herein—is required when a proposed development generates a certain Design Hourly Volume (DHV) or when deemed necessary by CDOT. To support this, CDOT has developed guidance documents in alignment with SHAC to clarify the levels and requirements of Traffic Assessments (TAs) for access permit applications.

Applicants should refer to the Traffic Assessment Levels (TAL) to determine the appropriate level of traffic assessment for the proposed development and the Traffic Assessment Guidelines (TAG) for specific requirements tied to each TA level. Together, the TA guidance documents supplement the SHAC and outline the required level and components of TA. Permit applicants are also encouraged to contact the appropriate CDOT Region to coordinate or confirm assessment requirements.
