CO 83 & Stagecoach Road Intersection Improvements

About the Project

The Colorado Department of Transportation is in the initial design and analysis phase to improve the intersection of CO 83 and Stagecoach Road in Black Forest. CDOT, in coordination with El Paso County, is exploring improvements to increase safety and reduce traffic speeds at the intersection. The design team has developed four new intersection alternatives that will improve safety, sight distance, and traffic flow and are
looking for public input on these alternatives.

Schedule & Important Dates

  • Alternatives Analysis: December 2023
  • Preliminary Engineering: Late April 2024
  • Final Engineering: December 2024

Overall goals of the design/study/environmental assessment and information looking to be garnered.

  • Safety for turning movements
  • Improved sight distance
  • Reduction in travel speeds
  • Reduced intersection wait time
  • Public Meeting Tuesday, April 2, 2024
  • Alternative Selection mid-April 2024
  • Plan development May through December 2024

Roundabout Selected as Intersection Alternative

After closing the public feedback window on May 31, 2024, CDOT presented public feedback and final design findings to El Paso County. CDOT will proceed with the selected alternative, a roundabout, for the Colorado Highway 83 and Stagecoach Road Intersection Improvements Project.

Nearly 100 public participants completed the feedback survey online and at the public open house on April 2, 2024. The following traffic and safety themes were submitted:

  • Top Concerns:
    • Reducing traffic crashes
    • Reducing traffic delay
    • Reducing traffic speeds
    • Improving residential access
    • Reducing traffic volume
  • Top observed unsafe behaviors:
    • Speeding
    • Tailgating
  • 65% said CO 83 is very or somewhat dangerous

The project team offered four intersection alternative options: green T, bowtie, traffic signa and roundabout. The traffic signal option was most selected with 35% of the votes, while the roundabout option was a close second with 32% of the votes. When factoring in the public’s top safety concerns listed above, a roundabout will ultimately provide the most traffic and safety benefits for the growing community and therefore has been selected as the preferred option.

With an intersection alternative selected, here’s what’s next for the CO 83 and Stagecoach Road Intersection Improvements Project:

  • Complete 30% Design Plans – Fall 2024
  • Complete Final Design Plans – Summer 2025
  • A construction schedule is unknown at this time. CDOT is actively searching for funding
sources. Securing funding will determine construction start time

Thank you to the community for participating in the public feedback period on the four
proposed alternatives presented for this project.
