CO 21 Powers Boulevard and Airport Road Construction Update

Westbound Stewart Avenue ramp to northbound Powers Boulevard temporary closure starts July 17


From July 17 to July 27, the westbound Stewart Avenue on-ramp to northbound Powers Boulevard will close to all traffic. During this 11-day closure, crews will place the new storm sewer system pipeline across the ramp and continue excavation work.

Traffic exiting the west gate of Peterson Space Force Base will not be able to continue straight through the Airport Road traffic signal to northbound Powers Boulevard. 

The signed detour route will direct traffic to the Powers Boulevard / Airport Road intersection, which is less than 0.5 mile to the south.

All work is weather-dependent, and this schedule is subject to change.

Earthwork continues along with utility relocations


In two short weeks, the north side of the Powers Boulevard and Airport Road intersection has transformed into a very active construction zone with several operations occurring simultaneously.  

Topsoil has been removed and stockpiled on site for later use on the project. Travelers passing through the area this week and next will notice heavy equipment reconditioning the remaining dirt and starting to shape the land. Starting next week, embankment material will be brought into the work zone to construct the new diverging diamond interchange (DDI).

Private utility relocations are occurring in tandem with the initial site preparation work. Electric, lighting and fiber lines must be moved in order to build the project.

About the Project


The Colorado Department of Transportation and WW Clyde have started a major construction project in east Colorado Springs to replace the existing Powers Boulevard (CO 21 / US Highway 24) and Airport Road intersection with a diverging diamond interchange.

This project will realign Airport Road, improve the Airport Road and Stewart Avenue intersection, and add pedestrian and bicycle facilities. Work includes bridge and ramp construction, placing embankment, concrete paving, overhead sign structure installation, new traffic signals and permanent water quality ponds.

The DDI design was selected for this location to address congestion, improve safety, and add multimodal facilities that will allow for a safer and more comfortable travel experience for cars, pedestrians and cyclists.

Construction activity will take place adjacent to the highway with minor traffic impacts on Powers Boulevard and Airport Road during the first year of construction. The project is expected to be complete in late 2026.
