The Colorado Department of Transportation (CDOT), in cooperation with the Federal Highway Administration (FHWA), prepared this Environmental Assessment (EA) of the potential environmental, social, and economic impacts of proposed improvements to US 550. The purpose of the project is to improve safety and meet projected demand for highway capacity between Durango, Colorado, and the New Mexico line. As the Front Range has grown, there has been much discussion of the need to relocate through-freight train traffic away from the communities along the Front Range. In 2002 BNSF and UP proposed a Front Range Railroad Infrastructure Rationalization Project, which would improve and relocate freight rail infrastructure, moving through-freight traffic east of the Front Range while still maintaining local freight service. The City of Aurora, in consultation with the Federal Highway Administration and the Colorado Department of Transportation, is proposing to construct the 6th Avenue Parkway Extension along a new roadway alignment between Colorado Highway (CO) 30 and the 6th Avenue Parkway/E-470 Tollway interchange. The Proposed Action is in the northeastern portion of Aurora, Colo., and falls partially with Aurora and partially within unincorporated Arapahoe County. The Proposed Action would close an almost two-mile gap in the major arterial street system, and would include a crossing of Sand Creek and its associated floodplain. D. Wilson Consulting Group conducted a study to determine whether a disparity exists for minority and women owned disadvantaged business enterprises (M/W/DBEs) working on Colorado Department of Transportation (CDOT) federally funded construction and design projects. A disparity exists when there are more available M/W/DBEs ready, willing and able to conduct work on CDOT projects than are utilized. The study included six years of procurement activity from January 2002 through December 2007.
