Level 1 Screening Criteria

The results of the Level 1 screening process are shown below. Level 1 Screening is intended to define a reasonable range of alternatives that meet project purpose and need, can be implemented at a reasonable cost, and would not result in unacceptable environmental or community impacts. Level 1 Screening uses available data and engineering judgment and is conducted by professionals with expertise in the applicable areas, such as roadway design, traffic, environmental analysis, and cost estimating. Level 1 Screening includes analysis of fatal flaws of preliminary design concepts. Consistent with the “fatal flaw” analysis, concepts were judged “yes” or “no” for each criteria element. Concepts that scored any “no” responses were not carried forward for further evaluation.
