How to Submit a Research Project

Twice each year, the Colorado Department of Transportation seeks transportation research ideas from employees, universities, researchers and the public. Research ideas are submitted in the form of problem statements. We invite submissions for the next fiscal year in February and August.


Problem Statement Overview

Thank you for your interest in transportation research. From this page, you can learn about and submit needs and ideas for consideration as research projects. This is known as a Problem Statement.

  • Refer to the Problem Statement Frequently Asked Questions page to learn about Problem Statements and what is required to propose one.
  • CDOT Research Branch is seeking Problem Statements in all of our traditional subject areas. In addition, there are specific Areas of Emphasis that we are currently focusing on.  
  • The deadline for Problem Statement consideration in the current cycle is February 12, 2024.

Submitting a Problem Statement

If you are ready to submit a Problem Statement, here is the process:

  • Use the Problem Statement Submittal Form. You will be asked to download and complete a Problem Statement Form and PowerPoint slide. Please rename these files as described in the instructions. Then fill out the form and, at the appropriate step, upload the Problem Statement and PowerPoint files.
