In July 2014, CDOT directed the HPTE to begin the process to explore various finance and delivery options for I-70 East improvements. A public private partnership (P3) is one of the options, which may ask a private partner to also assume operations and maintenance of a project once they have designed and constructed it. The next step in the process is to determine what kind of partner we want for this project.

The HPTE wants your input to help to prepare a "Request for Qualifications" document, which describes the I-70 East project, and asks teams to submit their qualifications to be considered for this project. The HPTE operates as a government-owned, independent business within CDOT. It searches out innovative ways to finance projects to help Colorado fulfill its commitment to increase travel choices through options that include Express Lanes, transit, biking, walking and carpooling.
