Purpose

Overview

Property Management’s Design and Construction group is statutorily delegated by the Office of the State Architect to implement and comply with the State Buildings Program for solicitation, procurement, and contracting of professional services and construction for all CDOT buildings and rest areas. Inhouse design professionals, construction managers, and contract experts provide the services and expertise necessary to program, design, and construct vertical buildings in accordance with the State Buildings Program and all applicable laws and regulations.

Program Areas

In house architects and project managers create contract documents, and manage contracted design teams to budget, plan, and complete construction documents for all new CDOT buildings and rest areas and/or remodels. They complete a needs assessment for each project to create a program, schedule, and budget, and then oversee the design process through reviews and solicitation to ensure compliance with current building codes and industry standards. Architects also complete code compliance and accessibility reviews of new and existing buildings.
In house construction managers actively oversee the entire construction lifecycle for every CDOT building project from notice to proceed to substantial completion, and beyond into warranty issues. They ensure projects are being built in accordance with the contract documents issued by the design team through site walks, submittal review, change order review, inspections, certifying contractor pay applications, etc.
CDOT’s State Buildings Program Delegee creates, executes, and manages contracts for design and construction. Solicitation types include Requests for Qualifications, Requests for Proposals, Documented Quotes, and Advertisement for Bids.
