Each year, the FHWA randomly selects projects for Compliance Assessment Program (CAP) reviews. These reviews are conducted using a series of standard questions designed to evaluate how well a project is being administered and/or constructed. The questions vary from year to year based on the area of risk FHWA is focused on.
