Added language to require the retention of an additional set of samples from the Check Testing Program to be used in the CP-17 dispute process.
CP-17 has been updated to ensure all regions are following the same process for asphalt testing disputes. Part of this update requires that the additional samples are taken during the CTP described in 106.05 (c).

213-1-fy25 The Hay and Straw amounts were located in the SWMPO Template. This change is to remove this from the SWMP and have it included in the Specification. A typo in 213.02 is also being corrected. In 213.02 add the minimum length of material. September 5, 2024
401-1-fy25 Clarified that the paver specific requirements in this section are only applicable to pavers manufactured prior to 2007. Newer pavers have eliminated the need for the “kits” mentioned in the specification. September 5, 2024

508-1-fy2

These specifications must be revised and updated to maintain compliance with national standards for pressure-treated wood. Some updates include new information that had not been included previously, and some are adjusting typos or misinformation that previously existed:
• 508.04: All pressure-treated wood products approved for use in DOT applications must bear the quality mark of an American Lumber Standard Committee (ALSC) accredited agency.
• 710.06: Change typo; add proper references to AASHTO and AWPA standards; add requirement for maximum moisture content of product after drying
• 710.07: Revise to clarify language for contractors and include appropriate use category for application
• 710.08: Revise to clarify language for contractors and include appropriate use category for application

Our Region Finals Units statewide had observed a consistent trend with issues pertaining to the method of measurement for Item 627 - Pavement Marking, items paid by the gallon. These issues included improper installation applications, inconsistencies with the interpretation of the method of measurement and payment, and lack of sufficient documentation statewide. The “Finals 627 Committee” was created to address these issues and to assure a consistent statewide uniformity for 627 pay items. The Standard Specifications and the Construction Manual will be revised to add language to assist with the clarification and conciseness for 627 items paid by the gallon. In addition, we are in the process of developing a standardized ADA accessibility form 627 for final payment. The Form 627 will be issued and be available for all to use on CDOT’s forms catalog. The Construction Manual edits and proposed 627 forms will be approved by our Area Engineers and will be ADA accessible.
Benefits for this revision are as follows:
Improve overall roadway safety, navigation for future and current self-driving vehicles, longer lasting pavement markings creating a cost savings, assist in ensuring the min. specifications have been met,
statewide uniformity and consistency of final pay documentation, expedite the final check process and closeout of projects, minimizing claims and disputes by providing clearer transparency for Contractor’s review.

MAC approved specification changes for how CDOT approves concrete mixes with pigment and changes to color. Approved mixes without pigment would need a new trial. Approved by the MAC 5-8-2024. In section 601.05 add the following after the paragraph that starts with (When a change occurs in the source or type of approved admixtures or the addition of approved accelerating, retarding, or hydration… )

"Addition or removal of pigments to an approved mix shall require a new mix design. Pigments may be adjusted in an approved mix design so long as the brand and product line of the pigment remains the same."

Supplemental implementation guidance was issued on: (1) the application of a Buy America preference1 to Federal financial assistance programs for infrastructure; and (2) the process for waiving such a Buy America preference. As such, CDOT has had to revise our current 106.11 specification related to Buy America, as well as add additional definitions to Section 101.02 to encompass the supplemental guidance. Three Standard Special Provisions have been developed, each for a different federal-aid highway funding scenario. Those funding scenarios are:

105-2-fy23 The electronic signature language will give guidance to the CDOT project personnel on the definition of the different types of electronic signatures and define when and on what type of documents require the electronic signatures. December 7, 2023
101-1-fy24

The two definitions of supplier and subcontractor needed to be revised due to the recent updates to the DBRA. Additional guidance in these definitions (from DOL as per 29 CFR 5.2) outlined roles, responsibilities, and an update to the site of work definition. Not making these changes would have resulted in CDOT being inconsistent with DOL’s regulations.

Through the updated DBRA regulations and new supplier definition they provide, another outcome for CDOT was the necessary revision of supplier guidance in specification 106.01. These new regulations detail a few changes that impacted the clear delineation between a supplier and a contractor and which therefore necessitated updates to the specification.
