The change allows manufacturers to certify that a product meets CDOT requirements without requiring them to create individual COC’s or CTR’s for each project. The language was also updated to allow electronic signatures on COC’s and CTR’s. |

107-1-fy23 | Contractors working for the State of Colorado can apply for a tax exemption on state sales tax for materials permanently incorporated into the work. Currently, the spec reads the Contractors have to pay all taxes, which has led to confusion as to if they can get a tax exemption or not or if they should bid a tax exemption or not. |

214-1-fy23 | The Standard 214 uses the term gallon to describe plant nursery container sizes. Gallons are not recognized by the ANZI Z60.1-2014 American Standard for Nursery Stock. Buyers and sellers of nurserry stock require a common termininology in order to facilated transactions. The landscape architecture section receives inquiries from both nurseries and consultants questioning the use of gallon containers in the Standard 214. From the ANXI Z60.1-2014 1.1.3 "Specifications for container grown nursery stock shall include a container class specification, in accordance with Table 1, below, in addition to the plant size specification. Containers marketed and sold that indicate a “trade” or “#” designation must have volumes within the ranges shown in Table 1 in order to comply with this standard." 1.1.3.4 "Each container class includes a range of acceptable container volumes, and is not limited to a single container volume (e.g., a certain number of “gallons”). The volume ranges for container classes #1 through #100 include the volume of a container that, if such a container were manufactured, would hold the equivalent number of gallons as the container class number. Standard users should refer to container manufacturers' volume specifications for compliance with the Standard. Nursery stock specifications that reference only an imperial volume measurement, such as “quarts” or “gallons,” are not in accordance with the Standard." |

A completed Specification Revision Submittal Form is required by the Specifications Unit, which can be obtained by clicking here. Contractors who are members of Colorado Contractors Association (CCA) should direct their comments to Eldon Strong at CCA. Others not formally represented may address their comments directly to the CDOT Standards and Specifications Unit at the address indicated below.
