2024 New Build America, Buy America (BABA) Requirements

2024-1. February 21, 2024. The purpose of this Bulletin is to provide information and instruction regarding revisions to Standard Specifications 101.02 and 106.11. Changes to the specifications were made to comply with the supplemental guidance issued by the Office of Management and Budget in Washington, D.C. as contained in Memorandum M-24-02 released October 25, 2023, and based on the Notification of Final Guidance/Final Rule as published in the Code of Federal Regulations on August 23, 2023.

Class G Concrete

2023-1. March 9, 2023. Class G concrete shall no longer be used on currently awarded CDOT projects and on future projects. This bulletin describes the procedures involved in replacing Class G Concrete.

Precast Concrete Elements

2022-5. December 20, 2022. This construction bulletin officially cancels all previously approved variances to the CDOT Standards and Specifications related to Precast Concrete Elements. It declares that previous letters or statements granting exceptions or changes to current CDOT Standards, plans, and Specifications for Precast Concrete elements are null and void and shall not be utilized for products supplied to CDOT projects.

Environmental Product Declarations (EPDs)

2022-3. August 5, 2022. On Tuesday, July 6, 2021, Gov. Jared Polis signed HB 21-1303 Global Warming Potential For Public Project Materials, requiring Contractors to submit Environmental Product Declarations (EPDs) for all eligible materials to include asphalt and asphalt mixtures, cement and concrete mixtures, and steel.

Portland Limestone Cement

2022-2. June 28, 2022. Every cement supplier will be ceasing production of ASTM C150 Type I/II cements this year and replacing them with ASTM C595 Type IL cements. This is part of the cement industries push for carbon neutrality.

Juneteenth State Holiday

2022-1. May 17, 2022. Subsection 108.08 states (in part), The Contractor shall not carry on construction operations on Saturdays, Sundays, or holidays unless previously arranged and approved. Considering that the month of June is part of peak construction season, it is advised that Project Engineers treat June 20, 2022, as a working day.

Stormwater Construction Permit Modifications

2021-2. February 24, 2021. The purpose of this Bulletin is to notify all personnel working on projects that have a Colorado Discharge Permit System General Permit for Stormwater Discharges Associated with Construction Activities (Stormwater Construction Permit [SCP]) that a modification to this permit was issued on December 31, 2020 and became effective on February 1, 2021.

Electronic Signatures for Buy America

2020-2 . August 14, 2020. The bulletin provides guidelines regarding the use of electronic (digital) and wet signatures for Buy America documentation.

Temporary Electronic Signature for Change Orders Guidance

2020-1. March 27, 2020. This Construction Bulletin provides guidance and resources to implement using Adobe Sign for signing change orders. This temporary guidance was developed to address COVID-19 remote working requirements to minimize its impact on employees and project deadlines.

Change Order Price Analysis Tool

2019-2. August 8, 2019. The purpose of this Bulletin is to provide information regarding the use of the Change Order Price Analysis Tool for price justification for added items for change orders.

Implementation of the New Stormwater Construction Permit (Permit No. COR400000, Revised Permit No. COR030000) for Active Construction Projects

2019-1. March 28, 2019. The purpose of this Bulletin is to notify all project personnel working on projects that have a Colorado Discharge Permit System General Permit for Stormwater Discharges Associated with Construction Activities (SCP), that a new SCP becomes effective on April 1, 2019. The goal is to eliminate or minimize when a change order is required on these projects.

Water Quality Control

2016-2. Revised on October 20, 2016. The memo provides a summary of major changes for the Revised Water Quality Control and Erosion Control Specifications, the Revised Environmental Pre-construction Agenda and Certification of Understanding, CDOT forms 1176 and 1177, the 2 SWMP sheets, and the Revised Stormwater Notebook Table of Contents and Notebook Tabs.

Finals Notebook and ProjectWise For Construction

2016-1. Revised on July 26, 2016. Project Engineers must submit a Final Notebook and a separate Final Materials Notebook to the Finals Administrator. Plus, ProjectWise is now an acceptable location for housing electronic documentation for final pay quantities. This bulletin describes and authorizes these changes.

Permanent Water Quality Mitigation Pool

2015-6. August 17, 2015. This bulletin supersedes Design Bulletin 2014-12: Permanent Water Quality Mitigation Pool Combination Projects and Construction Bulletin 2014-6: Permanent Water Quality Mitigation Pool. The purpose of this bulletin is to provide direction on tracking Permanent Water Quality (PWQ) project money. A project follows this procedure anytime PWQ Mitigation Pool funds are used (including local agency projects).
