District 5: Cecil Gutierrez

Cecil Gutierrez was elected to the Loveland City Council to represent Northwest Loveland in 2007.  In 2009, Cecil was elected Mayor and served four terms, retiring in 2017.  During his time on the City Council and as Mayor, Gutierrez brought a focus on Economic Development and Downtown Revitalization. Downtown Loveland has evolved into a vibrant arts-focused hub for shopping and dining. 

Gutierrez worked with non-profit alliance agencies and the faith community to bring attention to those citizens in need. He also worked to bring attention to veterans’ issues, particularly in addressing homelessness solutions. In 2019, the Colorado Martin Luther King Commission recognized Gutierrez for this work, honoring him with their Humanitarian Award. Governor Ritter recognized the emphasis on volunteerism and appointed him to the Governor’s Commission on Community Service in 2010.  

During his time as Mayor, he served as the Chair of the Northern Colorado Regional Airport Commission, Chair of the Highway 287 Coalition, Vice Chair of the Loveland Fire Rescue Authority, and Secretary of the Platte River Power Authority.  He also served on numerous other committees on the Loveland City Council.  

Gutierrez continues his community involvement by serving on various boards and commissions. He currently serves as Chair of the NOCO Community Foundation board of directors, Vice Chair of the Colorado Transportation Investment Board, and a member of the Western Colorado University board of trustees.

Gutierrez retired from a teaching career as a Music Educator in 1999 and was inducted into the Colorado Bandmasters’ Association Hall of Fame that same year.  His military career spanned nearly three decades in the US Army, including active duty, the Army Reserves, and the Colorado Army National Guard, and he retired in 1999 as a Chief Warrant Officer.
